Council of Europe Assembly votes to prohibit conversion practices

We welcome the decision of the Parliamentary Assembly of the Council of Europe to adopt a resolution calling for a ban on conversion practices and for stronger support for survivors, as well as decisive action to tackle misinformation targeting LGBT+ people. 

This decision affirms that practices seeking to change, suppress or repress a person’s sexual orientation, gender identity or gender expression are incompatible with human rights and democratic values. It urges states to ban conversion practices, fund and guarantee accessible survivor services, establish monitoring mechanisms, and run public education to counter stigma and misinformation.

The voting took place amid coordinated pressure campaigns aimed at excluding trans people, yet the Assembly adopted the resolution by a strong majority, reaffirming inclusive language and protections for all LGBT+ people.Although the resolution is non-binding, it establishes a strong international human rights standard and provides clear guidance for national authorities.
